Not everyone needs an upscale soup to nuts CMS. Not everyone could afford one even if the company needs it. But there are options.

It is possible to get many of the same features that a high-end system has for relatively little money. The customization and the service wont be there. If your IT department is strong and in to saving money, chances are they can contribute alot along those lines. The lowest level of CMS is hand coding. That means you use files copy operations or maybe FTP if the server is remote. Usually, HTML is the type of code and Dreamweaver or even simple text editor will get you going along with an Adobe Photoshop package for graphics. Management largely consist of maintaining back up copies of the site in a secure place. Sure, this set up is primitive but if you dont have many pages to a site and not many people are involved, it will certainly work for tracking, workflow, and scheduled publishing. High end content management features arent necessary and can be too complicated. The first automation most people add to a site is for publishing - usually web forms. Site owners are usually motivated to put these in place because they grow tired of repetitive things like posting content for others who dont have HTML knowledge. A good example is the typical community type site.

Good questions to ask yourself before installing any additional tools would be things like how repetitive is your format and does every page have the same structure. How often are changes necessary and is the person who is managing the web pages also the content originator. Software for these things is affordable and include most blog and wiki software.
